Of een gedoogbeleid van de overheid uit waarin burgers op eigen initiatief tegels mogen versieren en leggen of plantjes en bloemen plaatsen. Ik ken mensen die dat doen!! Maar ik denk dat hun werk soms opgeruimd wordt omdat dat de procedures zijn.
