Comment faire pour que tout le monde puisse participer à Bruxelles?

Een (regelmatig?) ‘festival’ rond good practices en fuck-ups voor alle organisaties in Brussel, om elkaar beter te leren kennen en kennis uit te wisselen. Eventueel rond afgebakende thema’s om tot een goed programma te kunnen komen, maar het moet wel verschillende beleidsdomeinen overstijgen, er is al genoeg versnippering in Brussel.

Een netwerk/platform creëren waar organisaties die actief zijn in 1 GemeenschapsCentrum (lessen of ateliers organiseren, repeteren, optreden) contact leggen met andere GC's in Brussel. Soort 'circuit van partnerorganisaties' om kennis & publiek uit te wisselen.

Samenwerken met andere organisaties om toegankelijkheid en participatie te vergroten, en een onthaalfunctie op maat voor nieuwkomers... En dat allemaal niet te cliché: het niet allemaal zelf bedenken en dan verwachten van nieuwkomers en jongeren dat ze aanwezig zijn, omdat je ze verplichten kan of omdat je als organisatie hen wel ‘pro forma’ moet proberen te bereiken om subsidies te krijgen. In de plaats daarvan deelnemers en in het bijzonder jongeren betrekken vanaf prille begin: dat creëert mede-verantwoordelijkheid en betrokkenheid. Ruimte geven dus aan de ideeën van jongeren.

De VGC zou een toegankelijkheidstoets kunnen ontwikkelen of laten ontwikkelen en zo organisaties stimuleren om meer te werken rond toegankelijkheid. Want het is vaak geen slechte wil, er is wel te weinig bewustzijn. Mensen met een beperking moeten zich immers net zoals iedereen kunnen verplaatsen en kunnen deelnemen aan het maatschappelijk leven.

Een toegankelijk Brussel waar mensen met en zonder beperking zich vrij kunnen verplaatsen. Zowel het voetpad als de bus, de metro, tram en treinen rolstoeltoegankelijk maken.

Er is nood aan meer heldere en begrijpbare informatie en instructies voor burgers, ongeacht hun moedertaal, mentale beperking of taalniveau (pictogrammen, eenvoudig taalgebruik). Iedereen moet bijv. kunnen begrijpen wat een bepaald evenement juist is en of het ook voor hem of haar toegankelijk zal zijn. Iedereen moet bijv. kunnen begrijpen wat hij of zij moet doen om met papierwerk in orde te zijn.

De VGC moet haar eigen gebouwen nog toegankelijker, inclusiever en meer beschikbaar (alles zit altijd al vol of is te duur) maken, bijv. de gemeenschapscentra. Maar evengoed moet de VGC de rol van intermediair, stimulator opnemen: er mee voor zorgen dat andere organisaties en overheden dat ook doen, en dat zij hun taken opnemen ten aanzien van hun gebouwen, de openbare ruimte, voor iedereen toegankelijke en onderhouden voetpaden…

Toegankelijke, niet-talige toolbox met universele, visuele symbolen voor organisaties en evenementen om heldere informatie en instructies te geven, bijv. vaste symbolen en pijlen met weg naar een concertzaal, de kassa, trappen of lift. Voor heel Brussel!

Het is soms zoeken naar een mogelijke activiteit als je full time werkt. Is het mogelijk een aanbod specifiek voor full time werkende mensen voor te stellen ? Nu moeten we alle aanbiedingen doorlopen om iets geschikt te vinden.

Brussel is een aankomststad, maar mensen lopen er makkelijk verloren. Één manier kan zijn om met sport, cultuur, inburgering, vrijwilligerswerk, maar zeker ook werk en opleiding, veel actiever samen te werken met de bestaande opvangcentra voor asielzoekers. Klein Kasteeltje is geen langdurige opvang meer, maar er zijn nog andere kleinschalige initiatieven. Inburgering volgen en Nederlands leren is pas nuttig als je er ook iets mee kan doen, en anderhalf jaar in zo'n opvangcentrum je lopen vervelen is verloren tijd. Match-making is arbeidsintensief maar levert echt op. PS: misschien ook bij de collega's van het Gewest bepleiten dat asielzoekers in procedure een gratis MIVB abonnement kunnen krijgen, zoals personen die cliënt zijn bij het OCMW. En leren fietsen (liefst meteen veilig). Als je alles te voet moet doen, blijft je wereld klein - ook in Brussel.

Midden in de stad een muur wit verven en iedereen die er maar zin in heeft zijn/haar gedachten, dromen, gevoelens... laten tekenen, taggen, schrijven... Men kan zich vrij uiten en ook met anderen delen wat ze maar kwijt willen. Iedereen kiest zelf in welke taal hij/zij schrijft en uiteindelijk zal dit het multicultureel samenleving in Brussel kunnen tonen.

- Inzetten op taal en meertalige communicatie om diensten te kunnen begrijpen. VB In de Europese wijk (Woluwe) wordt de laatste jaren meer gewerkt met vertaaldiensten (onder druk van de expats?) en verschijnt communicatie ook heel veel in het Engels. Niet alle gemeentes in Brussel zetten in op deze meertalige communicatie. Maggy H.

- Inzetten op informatiedoorstroom ook via andere kanalen (vb FB pagina’s of whatsapp groepen van latino’s) Er zijn een aantal kanalen waar info over Brussel kan geplaatst worden (en zijn voorzieningen) en die op deze manier sneller bij een ‘gemeenschap’ geraken dan de klassieke kanalen).

- Ziekenhuizen in Brussel geven info aan de ouders van kinderen met een beperking over voorzieningen voor personen met beperking (psychologisch, ondersteuning bij leren of andere, vrije tijd…) in beide landstalen of geven op zijn minst aan waar ze met vragen rond NL talige voorzieningen te-recht kunnen. - Gemeente geeft een ‘welkomstpakket’ mee, waarin ook organisaties die ondersteunen bij handicap vernoemd staan (NL en FR) of op zijn minst waar je terecht kan voor meer info rond NL talig net-werk. - Scholen buitengewoon onderwijs geven basispakket met info rond organisaties, psychologische hulp, kampen/stages, hulp bij leren voor de kinderen…standaard mee met de ouder, ongeacht of ze het vragen, ongeacht ze op de vraag ‘heb je deze info nodig’ ja of nee antwoorden. Vele ouders zitten met schaamte en zullen ‘nee’ antwoorden, terwijl ze wel de info zouden kunnen gebruiken en thuis hulpnummers zouden contacteren, moesten ze deze krijgen. De boodschap luidt dus: standaard meegeven en niet vragen! Dit om te vermijden dat ouders ‘ja, ik heb het’ gaan zeggen, terwijl dit in feite niet zo is. - Meer nood aan info over ‘stages’ en ‘vrije tijdsactivteiten’ waar mijn kind kan aan deelnemen (een gids? Via de post opsturen? Via ziekenhuis? Via de school?) Maggy

First thing I would change is the way everybody treats Brussels. This city looks like no man’s land. As a new-comer, in order to feel that I am becoming part of something bigger than just the air surrounding me, I have to identify that place. Where is it? What is it made of? Who inhabits it? Where do they live? Who were they? What do they want to become? And these are the Brusselaars. And this is Brussel and Bruxelles! Only by identifying a strong personality we do conform our attitude our behaviour to that person/place/object. If not, I’ll make of myself a new point of reference. And as points of reference start to multiply, so do the points of view on what is and what should Brussel be. (I know that I’ve been here for only a year and a half now, but this is what I feeling walking through Brussels, and believe me I feel sorry for it) Actions to be taken; a. Newcomers should be presented with Brussel, The real Brussel, not only the administrative one, but the real one, the one you can enjoy. Everyone has to enjoy his new home, even if it is just for some months. This way he will learn to respect it, because he will learn his life, his joys, his sorrows, scars and gems. He will relate his joys and scars to the ones of the city. So they will pertain to each other. There should be a plan to present Brussel, from the metal plates on the pavement to the house of Magritte, from Notre Damme du Sablon to KAAI and so on… b. to do this properly, a pact or a moratorium should be prepared; to not chop off bits and pieces from Brussel any more (as much as you can) and to not plant those horrors that are still being build (even inside the pentagon). Certain areas, especially the City Centre should become a monument. So everyone that will join in will respect the will of the Brusselaars to preserve who they are, be it Flemish, Walloon or any other community which moves ahead. The architecture if the soul of a country. By taking care of its body you’ll enrich its soul as well. "Render unto Brussel the things that are Brussel’s”.

Elk jaar een stadsdichter benoemen die het hele jaar door gedichten schrijft, voor, door en over de stad en zijn inwoners. Over maatschappelijke problemen of lokale helden. De gedichten tweetalig (misschien ook in het Engels) verspreiden onder de Brusselaren om meer eenheid met elkaar de de stad te creëren. Ook de jeugd wordt gestimuleerd via campagnes op school mee te doen en hun beste werk in te dienen. Een senior en junior stadsdichter aan elkaar koppelen.

Once you arrive as an asylum seeker in Belgium, you receive the annexe 26 as a first “identification” document. To get the orange card, you need to wait until the police comes and visits you in the house and sends to the Local Goverment (gemeente). In some cases that can take a long time. For example I was the first two months in Brussels 1000, and they never came. Then I moved to Schaarbeek Brussels 1030, and they came after a few weeks. During almost 3 months I would have love to start learning Dutch, but without the orange card none Dutch Language Center will subscribe us. As for the integration course it happens the same, once I started, only with the orange card, I also started my diploma recognition, but because all that time had passed since I arrived and the date I got the Orange card, during the recognition process my annexe 26 was too old (more than three months) to have the asylum seeker treatment.

Canada has a service (established 1930) called Welcome Wagon. Designed for families experiencing a lifestyle change. It could be adapted to meet the requirements of Belgium. It is based on the idea that someone visits the home of a new comer and can offer information on support and services, coupons from local businesses/restaurants (there is an incen-tive for businesses as it expands their customer base). This service could be established and have sufficient representation from various cultures to ensure that those that want this service can benefit from it. For people who have not yet moved here but are planning too, there could be online information such as some of the key information that is available in the inburgering course? Many countries have governments pages available where people who will soon move here can access information / courses to make them better aware of what the expectations are.

Making people feel welcome begins with the various communes. They are often the first contact people have with officials and a newcomers initial perspective is how that encounter goes. It is no secret that some of the Brussels Communes have the worst reputation in the city. I agree that out of 19 there will be some good and bad but this should not be rated on the level of service or politeness of the official staff who work at the communes. Brussels mayors have a responsibility to provide the same service from commune to commune. Therefore a person should not be told something at one commune that conflicts with what someone is told at another commune with regards to Belgium policy. A major improvement would be the reception and service that is received. I live in 1000 and the City Administration Centre is one, if not the worst in the Brussels Capital Region. Newcomers having to start queuing at 05:00 AM just to ensure that they are seen that day. It is 3rd world procedures.

I never heard of the VGC until taking the Integratie en inburgering course and what a shame. So much information is available but how do newcomers find out about it? How many languages can this information be translated into? Certainly not all languages spoken in Brussels but perhaps the top 5 as an example?

I can say without a doubt that one of the biggest challenges I have faced is finding the information readily available so that I am aware of what the opportunities are and how to go about taking advantage of them in order to improve myself. The only reason that I was able to take the "INBURGERING" was that I came across it by accident while looking at the Brussels city webpage and then doing google searches. The information given in this 7 week course was invaluable and made me much more aware of what resources are available from the Flemish Government and how one might go about accessing them. The main point here is that the information was not initially readily available. Suggestion: when new people arrive to settle in Belgium they must visit a commune almost immediately to register. Perhaps at this time they are given a piece of paper or another means (perhaps posters) where they are provided with the links or contact info for the Huis van het Nederlands as an example.

Er is zeer veel informatie en die geraakt niet tot bij de mensen! De overheden moeten echt beginnen linken maken en lobby-en bij mekaar! Banden met gemeentes aanzwengelen, met ambassades, net-werken, FR-NL diensten opzetten…. Er moet in Brussel echt ingezet worden op verbinding, niet alleen tussen de mensen maar tussen overheden en diensten zodat de juiste info efficiënt tot bij de burger geraakt.

Een literair festival en ondersteuning van jonge Brusselse schrijvers: bijvoorbeeld door het geven van schrijfworkshops, literaire ontmoetingen en door kansen te geven om te publiceren.
