How can we involve all Brussels residents in policymaking?

Difficult in a city with so many nationalities mainly due to NATO and the EU. Perhaps there should be a push by the Communes to ensure that there is at least one minority voice working with an ombudsmen in each commune? How is Brussels ever going to achieve this goal of "voices heard" if there is no initiative to ensure that there is a fair societal cross section able to contribute to the city/commune initiatives. Another option - maybe a group of a certain number that is made up of a voice from some of the major cultural representations overseen or steered by the community commissions.
