Being lonely in a new city is normal however the city can do things to lessen this feeling. When people present themselves at the communes they could be shown handouts, posters etc that indicate that there is a foundational network dedicated to helping them integrate with the city and those from their culture if possible. Another way might be for the commune to forward their info onto to higher authorities whose sole purpose is to help them make contact (if they wish) with people in similar situations or similar cultures. Expat communities etc.
