Increase taxes for cars

When I moved to Brussels, I was shocked that you could have a parking pass in Saint-Gilles for 5 Euros for the entire year. Other cities I've lived asked 20 euros per month, thereby demotivating owning a car or motivating to park outside the city. The taxes for owning a car should be increased in general, and monthly/yearly public parking fees should be increased to motivate less cars and suggest those who have a car to have it parked outside the city in a park and ride situation easily accessible by public transport. Why are people driving to supermarkets that are within walking distance? Cars are needed when people need to go long distances, sometimes for families, for moving a lot of materials, and for certain services like repair and delivery.
